  **第一項**  前払式支払手段発行者は、前払式支払手段の発行の業務の一部を第三者に委託（二以上の段階にわたる委託を含む。）をした場合には、内閣府令で定めるところにより、当該委託に係る業務の委託先に対する指導その他の当該業務の適正かつ確実な遂行を確保するために必要な措置を講じなければならない。

  If an issuer of prepaid payment instruments entrusts (including those under multi-tier entrustment arrangements) part of the business of issuing prepaid payment instruments to a third party, the issuer of prepaid payment instruments must provide guidance to the third party to whom the relevant business has been entrusted and take other measures necessary for ensuring the proper and steady operation of the business pursuant to the provisions of Cabinet Office Order.
