  **第一項**  厚生労働大臣は、医療の普及を図るため特に必要があると認めるときは、第三十一条に規定する者に対し、公的医療機関の設置を命ずることができる。

  If the Minister of Health, Labour and Welfare finds it specifically necessary for the dissemination of medical care, may order the parties provided for in Article 31 to establish a public medical institution.
