**第一項** 出入国管理及び難民認定法（昭和二十六年政令第三百十九号）第二条第五号ロに該当する旅券を所持する外国人（同条第一号に規定する外国人をいい、同条第二号に規定する乗員を除く。）であって、観光その他の目的で本邦に短期間滞在しようとする者のうち政令で定めるものが本邦に上陸しようとする場合においては、同法第六条第一項本文の規定にかかわらず、その旅券には、日本国領事官等（同法第二条第四号に規定する日本国領事官等をいう。）の査証を要しない。
