**第一項**  この法律は、平成十六年三月三十一日までの間において政令で定める日から施行する。ただし、第六条の規定は平成十六年四月一日から、附則第二条第一項、第三条第一項、第四条第一項、第五条第一項及び第六条第一項の規定は公布の日から施行する。

This Act comes into effect as of the date specified by Cabinet Order within the period prior to March 31, 2004; provided, however, that the provisions of Article 6 come into effect as of April 1, 2004, and the provisions of paragraph (1) of Article 2, paragraph (1) of Article 3, paragraph (1) of Article 4, paragraph (1) of Article 5 and paragraph (1) of Article 6 of Supplementary Provisions come into effect as of the date of promulgation.
