### 第一条（出入国港） — (Port of Entry or Departure)

**第一項**  出入国管理及び難民認定法（以下「法」という。）第二条第八号に規定する出入国港は、次の各号に掲げるとおりとする。

**第一項**  法第五条第一項第二号に規定する精神上の障害により事理を弁識する能力を欠く常況にある者又はその能力が著しく不十分な者（以下「要随伴者」という。）の本邦におけるその活動又は行動（以下「活動等」という。）を補助する者として法務省令で定めるものは、次に掲げる者とする。

### 第四条の二（上陸の拒否の特例） — Special Measures for Denial of Landing
