**第一項**  健康保険組合の設立を命ぜられた事業主が、正当な理由がなくて厚生労働大臣が指定する期日までに設立の認可を申請しなかったときは、その手続の遅延した期間、その負担すべき保険料額の二倍に相当する金額以下の過料に処する。

When an employer is ordered to establish a health insurance society and fails to apply for authorization of establishment by the due date specified by the Minister of Health, Labor and Welfare without justifiable grounds, the employer is subject to a civil fine in an amount equivalent to twice the amount of insurance premiums to be borne for the period in which the procedure is delayed.
