**第一項**  国は、高年齢者の雇用の安定その他福祉の増進に資するため、高年齢者の職域の拡大その他の雇用管理の改善、職業能力の開発及び向上等の事項に関し必要な調査、研究及び資料の整備に努めるものとする。
