**第一項**  政府は、この法律の目的を達成するため必要な法制上、財政上及び金融上の措置を講じなければならない。

**第二項**  政府は、毎年、政令で定めるところにより、防災に関する計画及び防災に関してとつた措置の概況を国会に報告しなければならない。
