  **第一項**  国は、災害が発生した場合における応急措置を実施するため必要があると認める場合において、国有財産又は国有の物品を貸し付け、又は使用させるときは、別に法律で定めるところにより、その貸付け又は使用の対価を無償とし、若しくは時価より低く定めることができる。

  In cases where the State, finding it necessary for implementing emergency measures in the event of a disaster, lends national property or other articles of State ownership, or allows them to be used, as provided for separately by law, the consideration for the loan or the use may be made free of charge or fixed at a rate lower than the market value.
