**第一項**  この法律は、大麻草の栽培の適正を図るために必要な規制を行うことにより、麻薬及び向精神薬取締法（昭和二十八年法律第十四号）と相まつて、大麻の濫用による保健衛生上の危害を防止し、もつて公共の福祉に寄与することを目的とする。
